The Commonwealth government appointed her state superintendent of the Australian Women's Land Army in July 1942. As the administrator she controlled major policy implementation, selected and managed headquarters staff, appointed field staff and supervised women volunteers on the land. The Australian Women's Land Army was formed during the Second World War to combat rising labour shortages in the farming sector.
A trained teacher she taught in both South Australia and England, before returning to South Australia. Following her work with the Land Army Dorothy Marshall joined the United Nations Relief and Rehabilitation Administration, helping displaced persons in the British zone in Germany.
She rose to become Director General in the zone. After the UNRRA was dissolved in 1947, she joined the International Refugee Organisation. Dorothy Marshall was awarded the OBE (Order of the British Empire) for her work with children.
