Born in Ireland in 1837 Frederick Pelham Rowley arrived in South Australia in the 1860s after retiring with the East India Company, 3rd Madras Infantry, in 1862. In 1903 he, and his family, received royal licence to assume the surname of Toler-Rowley.
He died at his residence on Lefevere Terrace, North Adelaide in 1917 and is buried at the North Road cemetery.
